Mayor-King Ogwarther XV has ruled/governed the island for decades, as has his bloodline before him. Even though he would be loathe to admit it, the mayor-kings serve as stewards, rather than actual kings, and his jeweled bowler reminds him of this fact often… it’s no replacement for the lost crown of old. To make up for it, the mayor-king rules what little he can of the island with an iron fist–shout at enough people, and maybe they’ll forget the ancient dragon kings ever existed! So far, it seems to have worked; he’s been reelected ten times (though to be fair, he’s the only one running for election).
The creation of the mayor-king was a fun one. Basically, I couldn’t figure out what kind of ruler I wanted for the island, so for a while I referred to him as, “the mayor or king or whatever.” That got shortened to “the mayor or king,” and when it came time to make a decision, I still couldn’t decide. Hence, mayor-king. With this title, it was pretty clear to me that he’d be a bit of a poser, and he absolutely needed a combination bowler/crown.
His sprite actually went relatively quickly, though I wasn’t happy with him right up until the end. His head was much too square and too high, and his bowler/crown combo was getting way too complicated. But lots of tweaking (aka, grabbing different parts and moving them around), giving him a moustache, lowering the bowler on his head (in order to make it taller), and cleaning up all the stray pixels on the bowler… well, suddenly it all came together!
